Our take

The standard defense of Flock cameras is that they help recover stolen vehicles, find missing people, and solve serious crimes. That may be true—and it still does not answer the central accountability problem. A powerful database does not become harmless just because most authorized users follow the rules. The risk sits with the user who has legitimate credentials, an illegitimate reason, and confidence that nobody is watching the search closely enough.

Georgia already had a law. Savannah reportedly had an audit trail. The arrests show that consequences can exist, but consequences after the fact are not the same as prevention. If an improper search exposes where a romantic partner, political activist, journalist, witness, or ordinary resident has been driving, the privacy damage may already be done by the time an audit catches it.

Flock’s planned controls sound like improvements, especially required case codes and automated flags for suspicious activity. But the agency collecting and searching the data must still enforce those controls. Oversight cannot be a box checked after a scandal. Agencies should review unusual searches continuously, limit access to employees who genuinely need it, document the purpose of each search, and impose consequences that are public enough to deter the next person.
